Planning and Zoning: What’s Coming Up Tuesday 8/25

As a member of the Grand Prairie Planning and Zoning Commission, one of my responsibilities is to carefully consider how development decisions affect our neighborhoods, businesses and the long-term future of our city.

Before Tuesday’s meeting, I want to give residents a quick look at three items we will consider — and, more importantly, hear what you think.

Pet aftercare facility — Great Southwest Parkway

The commission will consider a specific use permit for Peaceful Pets at 520 S. Great Southwest Parkway. The proposed 9,000-square-foot facility would provide pet aftercare using aquamation, a water-based alternative to traditional flame cremation. The business anticipates approximately eight employees and about 70 pets per week, with most activity occurring by appointment. No live animals would be housed or treated at the facility, and no funeral or memorial services are proposed.

Grocery store, pharmacy and fuel station — Lake Ridge Parkway

A proposed development at 5201 and 5325 Lake Ridge Parkway would include a roughly 50,000-square-foot grocery store, drive-through pharmacy and convenience store with eight fuel pumps. The project also proposes roadway improvements along Camp Wisdom Road and Lake Ridge Parkway.

This case includes several requested variances involving parking, landscaping, street trees, windows and building canopies. City staff is also recommending conditions addressing traffic improvements, access and additional landscaping if the project moves forward.

Cigar lounges and alcohol-related uses

The commission will also consider changes to the city’s Unified Development Code. The proposal would allow mixed-use cigar lounges in the Central Area zoning district with a specific use permit and establish operating standards for them. It would also allow alcohol sales and consumption as an accessory use for certain museums, art galleries and bookstores in the Central Area and PD-443 districts, subject to a specific use permit and other conditions.

Proposed cigar lounge standards include requirements intended to prevent smoke and odors from entering neighboring spaces, including dedicated HVAC and air filtration systems in certain multi-tenant buildings.
